Cowan Montgomery Cemetery

ORDINANCE NO. 19-03-02
AN ORDINANCE TO AMEND ORDINANCE NO. 08-11-01, THE ORDINANCE OF COWAN, TENNESSEE, ESTABLISHING RULES AND REGULATIONS FOR THE COWAN MONTGOMERY CEMETERY.
 
NOW, THEREFORE BE IT ORDAINED BY THE BOARD OF MAYOR AND COUNCILMEN OF THE CITY OF COWAN, TENNESSEE that the ordinance is changed as follows by adding additional rules to Section 2 AS FOLLOWS;
SECTION 2.  The following rules are hereby established:
  1. Each interment must be placed in an outer burial vault.
  2. Only one (1) casket may be buried in one grave.
  3. A grave that has one (1) casket buried may have only one (1) cremation urn buried. 
  4. No more than two (2) cremations may be buried in one grave.
  5. City police will secure the cemetery from dusk till dawn.
  6. The Cowan Montgomery Cemetery Association will hold an annual cleaning each year before Easter at which time all old floral arrangements will be removed.
  7. Owners will be given a set of rules and regulations when they purchase grave lots.
  8. No permanent landscaping alteration may be made at any gravesite, i.e. planting shrubs, flowers, trees, or other vegetation.
  9. Flower arrangements will be limited to a maximum of three (3) per grave sight beginning thirty (30) days after burial.
  10. Permanent gravesite ornaments, other than the headstone and footstone, are prohibited.
  11. Benches are allowed but must meet the following specifications; 
    1. Benches must be centered between two graves.
    2. Maximum width of four (4) feet.
    3. Placed on concrete pad with no less than six (6) inches extending beyond each side of the bench. 
    4. Concrete pad must be flush with the ground. 
  12. Temporary gravesite ornaments must be removed thirty (30) days after burial. 
  13. Edging of gravesites with vegetation, bricks, paving stones, wood, gravel, or any other material is strictly prohibited. 
  14. The City of Cowan and the Cowan Montgomery Cemetery Association reserve the right to remove all flowers, wreaths or other decorations as soon as they become unsightly.
BE IT ORDAINED THAT ALL ORDINANCES AND PARTS OF ORDINANCES, MOTIONS AND RESOLUTIONS IN CONFLICT HEREWITH BE, AND THE SAME ARE, HEREBY REPEALED.
 
NOW THERFORE IT BE RESOLVED THAT THIS ORDINANCE SHALL TAKE EFFECT FROM AND AFTER ITS FINAL PASSAGE, THE PUBLIC WELFARE OF THE CITY OF COWAN, TENNESSEE REQUIRING IT.
